The European Commission publishes the International Procurement Instruction measure legal text and FAQs

As expected, the European Commission has officially published the International Procurement Instruction (IPI) measure restricting access to its public procurement for EU tenders equal to or above five million € for economic operators originating in China.
In addition, EU contracting authorities will need to ensure in their tenders that they do not source more than 50 per cent of medical devices originating in China. The IPI measure applies to all public procurement in the EU for medical devices falling under CPV codes 33100000-1 to 33199000-1 as defined in Regulation (EC) No 2195/2002 and with an estimated value equal to or above five million € net of VAT.
The IPI measure entered into force on 30 June 2025. You can find the legal text published in the Official Journal of the European Union.
Moreover, in support of the implementation, the European Commission has published a dedicated Frequently Asked Questions (FAQs) document on its relevant webpage. It is expected that the European Commission will keep using this webpage to comment on any further developments, if any.
